The creation of an impartial mechanism of evaluation to verify the application of the European values by all the Member States concerning the Rule of Law

To provide the European Union with general legislation making it possible to verify in an objective manner the practical application of the rule of law in the different member states. Doing so the mutual trust between the Member State will be strengthened and nurtured.
To facilitate the implementation of the provisions of Article 7 TEU concerning possible breaches of European Union’s values.
To facilitate the enforcement of European laws on judicial cooperation in criminal matters (e.g. the European Arrest Warrant).
